Qubadli was founded in 1933. The region is located in the southeast of the Karabakh plateau at the basin of the Hakari and Bargushad rivers. The region was occupied by Armenian armed forces on 31 August 1993.

The concept of the bridge as an architectural element of connection was the main inspiration for the project. As the area is crossed by an existing canal, the proposal is to have the two buildings, the Victory Museum and the Occupation Museum linked by a suspended panoramic bridge, as a symbol of connection, sharing and exchange.
In the Qubadli region, there have been found
several tombstones in the shape of a ram, a symbol of pride and adherence. The spiral-like
horns of the ram were the main inspiration for the architectural concept.
